- Budgeting for
Outcomes: RCL has endorsed the concept of
outcomes based budgeting.
- Street intersection
improvements: A variety of techniques, including an article in the Roseville Review & posting on the Roseville Issues Forum, were used to get citizen input on which intersections
in Roseville needed improvements. Out of the total responses, the RCL Board selected
17 that had the largest citizen input. Joseph Lux, Planning Specialist for the Ramsey County Dept. of Public Works, reviewed each of the
17 intersections and came up with an analysis of County Road intersections in Roseville that could be modified to improve traffic flow.

- Transportation Forum:
RCL held a transportation forum on 10/14/08 titled What
Should Be Done About Traffic Congestion. Citizens were allowed
to ask State, County, and City officials questions related to traffic
conditions affecting Roseville. There were a number of questions asked
that there wasn't time to answer. To read the answers that state and

Past projects
- RCL Xcel Committee:
The RCL Xcel Committee has
been meeting with representatives of Excel Energy and the city staff for
over a year regarding the deteriorating reliably of electrical service in
Roseville. During the summer of 2004 summer Excel began an intensive tree trimming campaign
that was progressing from the east to the west through Roseville. Our
committee is continuing to work with Excel to monitor the outage history of
the electrical system to verify that progress is being
made.
- Highway 36 expansion:

expansion. On Monday May 23, 2005 the
Roseville city council passed a resolution
developed by the RCL calling for the city to act in concert with other
communities along Highway 36 as well as their Senators and Representatives
to promote adding another east bound lane to Highway 36 to immediately alleviate
traffic congestion until I-35W and Highway are 280 improved which is
necessary to make an additional westbound lane for 36 helpful. The
vote was 4 to 1 with Mayor Klausing, and council members Ihlan, Kough, and
Maschka voting for and Schroeder voting against. To read the minutes

- House numbers: RCL has asked the city to
implement improvements to street signage
and house numbering code to make it easier for visitors to find their
destinations. The city is currently reviewing current codes in
this as well as other areas.
- 2007
Development Review proposal:
As a result of the difficulties our city experienced regarding redevelopment of Twin Lakes and other areas in Roseville, the Roseville Citizens League (RCL) invited the Friends of Twin Lakes to join in a discussion to devise a process that would increase the likelihood that future redevelopments would be more acceptable to everyone. It was the consensus of both groups that there was a need to open up the process for addressing redevelopment proposals to allow citizens more opportunity for meaningful comment. RCL successfully campaigned against and prevented a seriously flawed city
charter from being foisted off on the citizens of Roseville.

Campaign
On August 23, 2002 RCL held a news conference to announce that it was
starting a campaign to force, then mayor, John Kysylyczyn to resign.
The campaign included a petition, lawn signs (www.saveroseville.com), and
video tapes of his behavior during council meetings. He was eventually
voted out of office by 83% of the voters in the fall 2003 primary elections
which had the largest voter turnout in the cities history. The
