Did You Know

  1. The Mayor Kysylyczyn has begun to meddle in the day-to-day operations of the city, intimidating the staff and attempting to take on responsibilities for which he was not elected and in which he has no training.  He most recently proposed that he should be “Editor–in Chief “ of the Roseville Wrap, our city newsletter.
  2. The Mayor has been publicly abusive and disrespectful to staff, other Council members and citizens.
  3. The Mayor and Split Council have systematically begun to undermine the authority of the City Manager, whose legal position is that of “Chief Operating Officer.”
  4. The Mayor and the Split Council have changed the commission and citizen committee selection process to severely restrict Council and citizen input e.g. Little or no public access to candidate interviews.
  5. The Mayor asked a personal friend to handle some legal issues for him. He then arranged for the taxpayers to pay these legal fees by placing them on the Council Consent Agenda at the last moment and refusing a revote when members realized what he had done.  On 9/4/02 this action resulted in his being charged in criminal court with a Violation of conflict of interest by a public officer and Misconduct of a public officer.  His arraignment is scheduled for 8:15 AM on October 23, 2002 in the Ramsey county courthouse at 2785 White Bear Avenue in Maplewood.
  6. When a citizen requested that the Ethics Commission look into this obvious abuse of power, the Mayor failed to disqualify himself on a conflict of interest and voted to disband the Ethics Commission.
  7. The Mayor adds items to the Council Meeting Agenda that have not been announced or published in the packet, eliminating most if not all meaningful discussion and public access.
  8. The Mayor personally changed the construction plans of a building designed for Lexington and Roselawn, specifically thwarting the recommendations and consensus of the immediate neighbors and the City Planning Commission. 
  9. The Mayor has specifically stated that there will be no community guidance or input for the new Public Works and Safety Facility that is estimated to cost in excess of 10 million dollars other than to pay for it.
  10. The Mayor and the Split Council have altered a fair street assessment policy into one which is inherently unfair.  This new policy benefits a few businesses and one single church.  For a list of the Roseville churches that have paid street assessments in the past and the one that didn't click here.
