Chronology of Council Action/Hearings on Twin Lakes
- June 2, 2003, Roseville Properties
came to the city council with a proposed memo of understanding.
- October 13, 2003, the city council
directed staff to confer with community members, developers and other
parties to come back to the council with alternatives for a comprehensive
redevelopment of Twin Lakes.
- November 17, 2003, the city council
directed staff to prepare a proposal for Allina to relocate the Allina
headquarters in the Twin Lakes Area.
- December 8, 2003, the city council
adopted an outline for the Twin Lakes Stakeholder Panel.
- January 29, 2004 to July 12, 2004,
the Twin Lakes Stakeholder Panel met, with 25 members participating in 11
workshops.
- August 9, 2004, the city council
authorized staff to work with Rottland Homes to further develop and refine
the plan for future consideration.
- September 20, 2004, the city council
held a public hearing to receive public comment regarding possible financial
assistance relating to the project.
- October 6, 2004, the planning
commission held the first hearing on the general concept plan.
- October 14, 2004, the planning
commission held its second hearing.
- November 22, 2004, the city council
held a hearing solely on environment issues and whether the AUAR remained
valid.
- December 20, 2004, the city council
heard staff report and had an opportunity to question staff and the
developer. By my calculation,
our community development director responded to questions for close to an
hour. However, rather than
making a decision that night, we continued the matter for another 3 weeks.
- January 10, 2005, the council
conducted another hearing (at which we heard from more than twenty citizens)
before approving the concept plan.
- January 31, 2005, the council
considered a motion by Amy Ihlan to
review consulting fees for Twin Lakes and consideration of other consultant
issues.
- February 14, 2005, the council
received an update on the timeline for council consideration of the Twin
Lakes project and Rottlund’s application for TIF.
- February 28, 2005, Rottland appeared
before the council to seek council review and approval that the next
milestone within the contact for exclusive negotiation had been approved.
This item was also considered at the March 14, 2005, meeting.
- March 14, 2005, Rottland again
appeared before the council for review and approval of the next milestone.
- April 18, 2005, the council went
through the proposed term sheet page by page and asked questions about the
terms and suggested changes to make sure that the term sheet addressed the
issues that we had identified as important.
- April 25, 2005, the council heard
public comment from (I guessing) at least a dozen people about Twin Lakes.
Council members and the public posed questions to staff and our
consultants about the term sheet and suggested changes to it.
The council also set another hearing date for consideration of a Twin
Lakes tax increment district.
